Why are you trying to remove the essential tag off someone? It will get rid of many of the crashes you will experience throughout the game. Even if one is doing a vanilla playthrough they should still get this mod. Not 100% sure this will work, and you will need to get the ID of the NPC you wish to change, but this should work New vegas Anti Crash is a mod that is absolutely essential no matter what. At the console, you click on the NPC, and then type "setessential 0".
I have used this for the case of an NPC who is essential at one point in a quest, but later on the player may need/want to kill him as a later part of the quest. Either at the console, or within a script, use "setessential 0".
